Employee Health Insurance Premiums
In April 2003, the University of Michigan announced an effort to revise the health insurance premium structure for its faculty and staff.
The impetus for the revision was occasioned by the rapid rise in health care costs over the years, changes in the delivery of healthcare services, realities of the marketplace. Also, the University had not changed its benefit formula since the 1980s. So, the Office of the Provost initiated a study by forming a faculty and staff committee— Committee on Health Insurance Premium Design (CHIPD)—whose members included people with expertise in health care and health care policy. Provost Paul N. Courant charged the committee to look at a number of specific issues related to the University’s share of insurance premiums and the employee co- premiums. This process included significant public dialogue with members of the University community.
